Organizações da sociedade civil divulgam uma nota de repúdio contra a votação no Congresso do substitutivo ao projeto de lei no 3.729/2004, que estabelece uma nova Lei Geral do Licenciamento Ambiental sem nenhum debate, audiência pública, sessão deliberativa ou qualquer outra forma de apreciação e aprofundamento, seja por parte dos deputados federais, seja por parte da sociedade nacional.
